You create a zone of freezing mist that drains the life force from those who enter. The area is a Slow-Forming Hazard Zone: creatures that trigger the hazard take (1d6 per 4 levels) necrotic damage and have their speed reduced by half until the start of their next turn. They also must make a Will save.
Critical Success no additional effects.
Success the target is frightened 1.
Failure the target is frightened 2.
Critical Failure the target is frightened 3 and fleeing for 1 round.

Heightened: The maximum diameter of the area increases by 10 feet for every 4 levels above 3rd.
